Hard to tell. My guess is it’s the coating between panes. Does it matter?
The lines make me think it’s failing UV coating first. Or maybe bad tint
Looks like delamination of a low-e coating.
The consistent horizontal lines are the giveaway. Not much a window cleaner could do to “clean” that off. It’s a goner.
