Here is a discussion on per pane or per window. It seems some areas just are too confusing for a definitive answer. My area has a mix of mostly double hungs, casement, and awning type windows - plus the labor intensive French pane cutups that some designer was proud of loading up! I start out per window, if an over the phone I ask if how many panes of glass are there in the window.
