I’m also really disappointed because that looks to be in Germany based on the window design. Perhaps other European countries have them too, i hope.
It’s absolutely safe. It may not look it but if you look closely you will see that they have the ladders secured together with nylon webbing strap. With that webbing it makes it as safe as scaffolding.

No harness, not tied off, seems sketchy to me, unfortunately I have met people that would do that!
