Cant get the top window to open on some pella double hung windows.
Any advice?
Can’t get it to slide down or can’t get it to tilt in?

Does the top window slide down ? If so , you have to tilt in the bottom window first then pull the top window down about 6 inches and then look for the clips on the top , press in and tilt in . You have to be really careful that the top pane doesn’t slam in the bottom pane . You’ll need an extra set of hands for sure
