It’s tape they used to attempted to cover the vinyl frame while doing the stucco, but it doesn’t peel off like tape, it’s like it is glued
So is it not coming off with a razor?
Tec7 have a spray that will take it off…glue and all.If you are really stuck try WD40.
Goo gone or goof off, can never remember which is which but it comes in a little tin can. A little dab will do you.
Unfortunately it’s vinyl, a razor will scratch the vinyl

The guys have good suggestions. I’ve done them all. I’ve also used some laquer thinner, just be sure to spot check, then I follow through with a 0000 steel wool. Just depends what works best that day.
I would use VARSOL, it’s not to aggressive, won’t harm the vinyl frame, but will soften up and remove the red glue left behind from sheathing tape. I used to work in an auto glass shop and people would use that red tape to tape plastic over a broken door glass… what a nightmare to get off the paint without ruining it. Varsol will do the trick every time without ruining the vinyl frame.
Where do they sell VARSOL??
I live in Canada, so its in any hardware store, Home Depot, Home building supply, Lowes., Ect…I believe it’s also called " paint thinner "… NOT to be confused with lacquer thinner… which is aggressive and WILL DEFINITELY damage vinyl frames. Hope this helps Joshua.
