We have been involved in the new working at heights regulations and qualifications and it seems so far not many people are taking it on-board. Has anybody else yet come across this? Will it become mandatory, who else has it?

The Work at Height Regulations 2005
From what I can tell, schedule 5 and 6 are the most relevant to window cleaners.
(but that’s just from a quick scan…)
Hopefully you have been keeping a close eye on the developments within OSHA regarding their proposed revision to General Industry Walking-Working Surfaces Standard (Subpart D) and Addition of Personal Fall Protection Equipment Criteria (Subpart I).* The proposed rule was announced in May 2010 via the Federal Register: “29 CFR Part 1910: Walking-Working Surfaces and Personal Protective Equipment (Fall Protection Systems); Proposed Rule”.*
