If I’m not mistaken there should be two of those sliding clips on top and bottom on one side of the window. Unlock those clips either sliding up or down and then the inside pane hinges inward for you to clean.
I’ve done one home like that a long time ago and if I remember correctly that’s how it works.

There are several spring loaded clips around the frame of the window. Those flat pieces slide along the edge of the frame to release the clips. You’ll hear them click as you release them. When they’re all released, the storm will be able to swing out on a hinge, and will only open to 45°-50°.
When you’re done cleaning the window, the storm can just be pressed back into place. Again, you’ll hear clicks as the clips engage. I would suggest leaving the storms ajar for a couple hours to dry out before closing them up, to avoid condensation issues.
Pella has instructions for these on their website (these are called their ‘designer series’, I believe), but I honestly found them confusing and had to figure it out on my own.
I wonder what the benefit of this stupidity is over a regular IGU?
Do they require a small amount of force to open such as normal pellas?

Lot’s of times they’ll have a set of mini-blinds in there, so this allows them to be serviced.
Shouldn’t require as much force as an older set of Pella’s that’s baked in. Maybe just a little bit of tension as the clips are released. If it’s still giving resistance, chances are you’ve missed a clip or two.
So at this point I’m just looking for an up sell. But I can get the top and bottom loose but it feels like there is a clip in the center that won’t come loose. Any ideas? I’ve tried fiddling with everything I can think of

Did you slide the clips along the entire edge? Each handle may be responsible for releasing more than one clip
You can charge twice as much? That’s my benefit.

Funny how as soon as I posted my earlier comment we got a call for a CCU with about 80-90 of these.
I passed on the job, but I would have charged $50 each.
Wow!! I’ve had one job with these and these were the easiest pellas I have ever cleaned. I just slide that middle deal up and down on the side and they disengaged. You opened them up and didn’t have to worry about where u are going to clean that stupid thing it was held on to the other part of the window. You cleaned them and let them sit a few min. And come back and close them. It was supper easy compared to the older style. The ones I did didn’t have blinds so that was good too.

Yeah, I found them to be much easier than any other type of storm window. And I still charged a premium, 'cause nobody wants to mess with them. $18/set for casements and doors, $30/set for picture windows.
Chris I need to come out that way for about a month next year and handle all pella work you turn down. Give you a finders fee. Then back here and buy some more property!
Come down here and grab some work in general. I would have taken it, but it needed to be done within two weeks between the hours of 9 am and 5 pm, and we’re booked solid til august lol

Some 2nd generation Pella inserts such as this one won’t unlock even after sliding the release and hearing the click noise. So I slide the release where I can feel it try to release and use a hook shaped tool and pull it open. They are supposed to open, but need a little encouragement For larger size panes (larger than the photo), they use a third slide (opposite of the hinge side which also has to be released.
Yeah, my screen tool/window tool/screw driver/can opener is perfect for this. Unlock one, use the opener to put a light pressure on it to keep it from relocking, then unlock another and repeat.
I’ll do them for $45 each. Sub it to me. Then I’ll sub it out to someone else.
